# Working Groups Act (1955) Working groups (WGs) are collectives of at least one entity, established to perform a certain task. Optionally, the WG can have a dedicated area it is responsible for managing. ## Formation A new WG can be established by posting to the governance board. This post must include the following information: - Name of the working group - Responsibilities (see heading "Responsibilities") - Initial members - At least one in-game means of contacting the WG - How memberships are tracked (see heading "Membership Registry") Additionally, the following optional information may also be included: - Managed areas (see heading "Managed Areas") - Structure (see heading "Structure") - Requirements for joining (see heading "Joining a Working Group") ## Responsibilities Each WG is created with a core task which is performed by all members to the best of their ability and knowledge. This task must be included in the introductory post, but a short description such as "maintaining and operating the railway network in and around Valle Niasmor" is sufficient. A WG's activities must be in the best interests of Valle Niasmor, that is, in accordance with any rules, regulations and laws that apply to all of Valle Niasmor or WGs in particular. One example would be the contents of the constitution. ## Membership Registry To ensure that any Valle Niasmor citizen can see who is part of what WG, each WG needs to establish a means of tracking the entities entering and parting with it. This "registry" must be easily and openly accessible by every citizen of Valle Niasmor. At the time of writing, a dedicated board on the BBS server which is updated with the latest membership deltas would be one option that fulfills this requirement. ## Managed Areas If a managed area is hazardous, or if changes to the area can cause significant trouble or interruptions, it must be mentioned that unauthorised entities are prohibited from entering or interfering with operations of the area, unless attended to by a WG member. Ideally, appropriate warnings would be posted around the managed area. Handling unauthorized entry or interference with operations falls in the hands of the managing WG. A WG may designate specific areas as managed areas, whose management is one of the responsibilities of the WG. These managed areas and their purpose need to be listed and described in the introductory post and marked appropriately in-world. A managed area can be a specific area (e.g. "the Bee Development Area", "the forest north of Valle Niasmor") or specific equipment that is deployed around town (e.g. "the public power network and power generation facilities"). No two WGs can manage the same area, but entities and WGs may be given access to an area. The implementation of this is left to the managing WG, but it must be written down and made accessible to the general public. ## Structure Some tasks may require a more rigorous organisational structure. In case a structure like this is necessary, the introductory post must also include the following information: - Available roles and their purpose and responsibilities - Means of appointing an entity to, removing an entity from, and resigning from a role ## Joining a Working Group WGs can set their own requirements for joining the group, but must mention them in the introductory post. Either way, new memberships must be added to the WG's membership registry. If a WG does not specify any requirements for joining the group, joining only requires approval by one WG member in the form of adding the new member to the membership registry. ## Resigning From a Working Group Resigning from a WG is only possible as long as the WG has more than one member. To resign from a WG, an entity only needs to publish their resignation in the WG's membership registry and will, from that point onward, no longer be considered a member of that WG. If a WG only has one member, the WG needs to be dissolved instead (see heading "Dissolving a Working Group"). ## Dissolving a Working Group A WG can be dissolved in one of three ways: By general vote, by the members of the WG, or by inactivity. If a WG is dissolved, this must be announced on the governance board, including the reasoning. Areas managed by a dissolved WG become unmanaged and any entry restrictions no longer apply. *1. General vote:* The population of Valle Niasmor can decide to break up a WG by simple majority vote. *2. Working group members:* The members of a WG can decide to dissolve it, also by simple majority vote within the group. *3. Inactivity:* If all members of a WG have verifiably disappeared for more than 14 days, all requirements for joining the WG, except for the requirement to announce new membership in the WG's membership registry, are dropped. If no new members join within 7 days, the WG is considered dissolved. Any citizen of Valle Niasmor can announce the dissolution in that case, as long as they provide appropriate receipts.
